Make layer grouping status and widget configurations independent

Idea: Make layer groupings and widget configurations independent of each other. In other words, widgets should maintain their links to web map layers regardless of how those layers are grouped.

Reason: Currently, if you configure the Near Me widget to include analysis layers that are grouped in the web map, and then you ungroup and regroup those layers, they disappear from the Near Me widget configuration.

Example: Recently, I changed the name of a layer group in my web map, but the name change did not propagate to my Experience Builder app even after saving the web map and the app, refreshing browser tabs, clearing cookies and caches, etc. In an attempt to rid my map of the previous group layer name, I ungrouped my layers, re-grouped them, gave the new group the desired name, and then saved the web map. This time, the new name did finally appear in my Experience Builder app (yay!), but all the layers in the group disappeared from my Near Me widget configuration (boo!). Layers that were not in that group remained in my Near Me widget configuration, but I had to add and configure new analyses for all the layers that had been in the group.

Thanks!
