Item details in layers list to link to the REST service URL instead of the layer overview page

Instead of linking to the overview page, allow exB users to configure the layer details button to link the layers rest service url instead of the overview page. We have had a few clients prefer this. 

After toggling on "view layer details", under it could appear a "link to layer's overview page" defaulted on, but another option to "link to layer's rest service url".

If you load the layer using the URL of the REST page, the link goes to the REST page.
