Enable widget name translations in widget controller

The language in which an Experience Builder was created determines the language in which widget texts are displayed. Adding the 'locale' suffix to the URL directs the user to a translated version of the experience. The following experience was created in German. 

Problem:

When a widget is hosted within a Widget Controller in ArcGIS Experience Builder, its title (as displayed in the panel or pop-up) does not respect a 'locale' suffix in the URL. In this example, widgets and contents are translated, despite the "Legende" title of the legend-widget hosted within the widget controller.

Idea:

Ensure dynamic language switching updates widget titles as well.
