First of all, I love the filter widget, especially being able to place it where I want.
I understand that filters are not category selectors (Dashboard) but they have drawbacks in relation to these that I don't know if they could be added or if, being a different concept, a category selector widget would be necessary.
- When filters are applied, the rest of the options disappear. I think that this misleads some users, especially if you have configured it as buttons because they disappear.
- If you use buttons, the "All" option becomes compulsory. I understand that it will almost always be necessary, but also that it is redundant with "reset" and adds one more button.
- Maybe it is related to the previous point, but if you want to predefine their categories you lose the possibility to use buttons.

For your first case, I think the scenario varies depending on whether you'd like to make the current list affected by others, which should be as expected (otherwise it would look like a bug):
For the last two points, yes - it would be a valid ENH, to support the Pill selector for predefined values.

I would also like to be able to configure the filter widget so look och and work like a category selector in dashboard, specially with the presentation mode: inline and selection: Single.
