The DataStore component in my AGE 10.7 install has the Tile Cache enabled, but it appears to do nothing. I was able to log in to the REST interface on port 29080 and I can see one database called dsconfig$ with a copy of the datastore config in it, and nothing else.
When I poke around on my server's filesystem I can see that it appears to store the tile caches I create in the filesystem in "bundle" files, not in the Tile Cache.
Do I just have the wrong idea about what the DataStore Tile Cache is for?
Perhaps ESRI decided that filesystem / bundle files are superior?

Hey Brian,
There is some good information about the different data stores here: What is ArcGIS Data Store?—ArcGIS Data Store (Windows) Installation Guide | ArcGIS Enterprise
This line here is probably the information you are after:
Tile cache data store—Stores caches for your portal's hosted scene layers.
If you don't have any hosted scene layers then it makes sense that it is empty!
Thanks,
Ben

Thanks Ben!
OF COURSE the "tile cache data store" is for storing "hosted scene layers" and not for caching tiles! It's so OBVIOUS now!! 🙂
Now I feel obligated to try out a scene layer... but not today.
