WebApp Builder - No Analysis Tools Configured Error

Hi, I recently upgraded my Enterprise from 10.8.1 to 10.9.1, following the upgrade all WebApps that contained the Analysis Tools Widget are displaying that the Analysis Widget is not configured.

All tools worked prior to the upgrade, the issue also appears in a new WebApps and regardless of the webmap used and the layers in it.

Analysis tools work as expected in the Map Viewer.

Nothing is captured in the Server logs, or in the browser developer console. The issue occurs regardless of browser (Edge, Chrome, IE).

Has anyone seen this behaviour before? Any ideas on troubleshooting/fixes?

Not sure if you figured this out already, but we were having the same problem. For us, the issue was the user role that the person accessing the application had; if they were anything below Publisher they would get this error, even though the tool is configured and has been used in multiple viewers (by us).
