Utility network analyst: ArcGIS doesn’t respect the cardinality,

For example, in the screenshot below, the meter is connected to more than 1 pipe lateral despite the fact that the maximum number of edges the meter can connect to is set to be 1 in the cardinality.

Also, the maximum number of meters that can be connected to a lateral pipe is set to be 1, nevertheless, more than one are connected!
