I'd like to build a map that the public can upload layers and edit them on the website, without having access to the other layers. Do I need to create accounts for each user?
Would it be possible to make a separate html website that could be used to upload layers to. The layers could be projected and made into map service that would be automatically accessed and displayed on an ArcGIS Enterprise Web App.
