Hello,
I know this functioned not too long ago for me, but now I can't seem to rearrange my group layers in Map Viewer. I had overwritten some layers for Enterprise (11.3) and some of these layers were map layers only not feature layers so I wanted to replace the older ones as it didn't seem to be reflecting the update and now I can't move that layer. I was able to do so switching to Map View Classic, even though I never initially built this map in Classic. Any insights as to why this is behaving this way would be great.
