Server 10.5.1 Cache Nightmare

has anyone seen these errors before?

we were able to cache about 98% of a 250gb map service that included imagery and now for some reason when we try to rebuild tiles in areas we get the follow:

Dave, 

Have you checked the image data renders at the extents provided? Please try to create a dynamic image service or add the image source in ArcMap or ArcGIS Pro to ensure it renders at the scale of the extents in the error logs. It seems ArcGIS Server to access the source data which is causing cache generation to fail.

  the really interesting part of it all is the locations given in the error message is way outside the area of interest box i created when trying to rebuild tiles. the locations given in the error message is 100s of miles away from where im trying to rebuild tiles.
