Publishing permissions at level of folder,

Suppose that we have 3 departments (water, electricity and planning) that are publishing their data on the same arcgis server. What I want here is to give “publisher” role type for each department such that each department can control its folder with no permissions on other folders. How this scenario can be implemented within the capacity of ArcGIS Server? What might be the best practice for this?
