Hi everyone,

I am facing an issue while publishing a Web Map Image Layer to ArcGIS Enterprise.

I had an existing map service that was working correctly. Later, I modified the map by updating layers and configurations and then attempted to republish/overwrite the existing service.

The publishing process completed the staging, SD creation, upload, and validation steps successfully. However, during the final server-side step ("Creating the service"), the process failed with:

ERROR 001369: Failed to create the service

The log shows:

  • Staging successful

  • Uploading service definition successful

  • Validating service definition successful

  • Creating the service...

  • ERROR 001369: Failed to create the service

  • Failed to execute (Publish Service Definition)

  • Server-side publishing failed

Interestingly, I was able to publish the same map successfully by creating a brand-new map service with a new name instead of overwriting the existing service.

Has anyone encountered a similar situation where overwriting an existing map service fails with ERROR 001369, but publishing as a new service works? What could cause the existing service configuration to become invalid or corrupted, and which ArcGIS Server logs should I check to identify the root cause?

Any suggestions would be appreciated.
