There seems to be a problem with assigning unique numeric Layer IDs on annotation sublayers. The annotation sublayer in the Table of Contents always sets the Layer ID to -1. Even if I manually change the Layer ID it resets to -1 and results in a High Severity Error when it comes time to publish the map service.
Has anyone else come across this problem when trying to publish a map service containing multiple annotation sublayers with unique numeric Layer IDs? There are no problems when assignment of unique numeric Layer IDs is unchecked and ArcGIS Server assigns Layer IDs automatically, but I really could use the unique Layer ID functionality in my map services that have multiple annotation layers and sublayers.

An Annotation Feature Class in a published map service does not honor the assigned custom LayerID.
Same issue here using ArcGIS 10.3.1. Even when trying to correct the IDs they jump back to -1 resulting in errors when analysing for publication.
