We have an ArcGIS Enterprise deployed on MS Azure and I am not able to publish any hosted scene layer.
Platform was working without any problem including publishing scene layers. I am not sure what coused the issue but two major activity happened before this problem. First major activity is upgrade version from 10.9.1 to 11. Other major activity is restoring machine from the snapshot. I try to troubleshoot problem and it looks like starting to create a tile cache on couchdb but at the and it is not able to create a hosted scene service. there are some repeating errors on couchdb log "You are not authorized to access this db." I did check datastore managed user account by listmanageduser tool and user account can access couchdb successfully.
I am considering it could be SSL releted issue but it was working before.
I would greatly appreciate any help regarding this problem.
