Hi,
I am new to ArcGIS. I converted my autocad file to shapefile to publish it to ArcGIS Server(local).
But when I look at the published map on the server, it keeps moving around whenever I zoom in or out or whenever move my mouse.
I am guessing it is because I didn't set longitude and latitude.
But my question is, I don't need the actually map, My map does not exist in real at the moment so I only need a blank map. All I can find in 'Basemap' are using actually map.
Could anyone help me how to get a simple blank map please?
