Hi folks
Mid september we tried upgrading ArcGIS Enterprise from 11.2 to 11.5. We faced an issue with the upgrade of ArcGIS Server. When upgrading the site we encountered an error (Upgrade step 2 of 2 : Failed. Refresh auto-deployed services during upgrade). Although several people face this same error from time to time, Esri support cannot find the root cause for our deployment, nor do they provide a solution (we had already several screenshares). I'm trying now to find a solution myself to get the System Services working.
This is what I did.:
1) I stopped the ArcGIS Server service of the 11.5 deployment with the corrupt System Services
2) I deleted the following folders:
\config-store\services\System
\directories\arcgisouput\System
\directories\arcgissytem\arcgisinput\System
3) I replaced those System-folders by the same folders of a working 11.5 ArcGIS Server
4) I started the ArcGIS Server services
I see the System Services and they look OK, both in ArcGIS Server Manager & ArcGIS Server Admin. I can stop and start them. I can see the ArcSOC processes in TaskManager
But when I want to publish a service (and test the PublishingTools GP service) :
While further troubleshooting, I notice the same error when I try to edit the json config of the service (whitout changing anything)
I see this error for ALL System service that I try to edit.
What might be the issue here?
config-store and arcgisserver directories are on a fileshare
I checked the permissions again and they are OK.
I did the same test on a locally installed 11.5 ArcGIS Server on my laptop: deleted the System folders; next copied the same folders from another 11.5 deployment on Azure and the System Services work! This proofs that I'm copying the right folders I believe. But when copying to a fileshare, although everything looks OK, there's this error:
I'm trying to be creative as I don't advance with Esri Support at all. What do I miss?
A bit far fetched but have you tried resetting the permissions using the "Configure ArcGIS Server Account" wizard ?
I did helped for me with issues with the System services.

I would like to inform you that this is known defect identified recently occurs while Upgrading to 11.4 or 11.5.
BUG-000179282: Publishing in ArcGIS Enterprise fails and returns the error message "Cannot invoke "java.lang.CharSequence.toString()" because "<parameter2>" is null" if the ArcGIS Server cache directory is not named 'arcgiscache'.
This issue is fixed in version 12.0
