Why yes. Just a few minutes ago, I ended a support call with one of my Portal users for the exact same problem. No solution yet. My environment: ArcGIS Enterprise 10.8.1 base Windows server 2016 [Server x1 (Federated, Hosting), Portal x1, Data Store x1 (relational)]. All Esri patches applied.
Note: The user reporting the problem is in a custom Role with most, but not all, publisher permissions. All our staff users that are Administrator role members can see the app in Chrome.
