This is in Chrome and the App Registration is missing.
This is in Edge. Same Item Same Portal environment.
BUG?
Why yes. Just a few minutes ago, I ended a support call with one of my Portal users for the exact same problem. No solution yet. My environment: ArcGIS Enterprise 10.8.1 base Windows server 2016 [Server x1 (Federated, Hosting), Portal x1, Data Store x1 (relational)]. All Esri patches applied.
Note: The user reporting the problem is in a custom Role with most, but not all, publisher permissions. All our staff users that are Administrator role members can see the app in Chrome.
I am an Admin and it is affecting me. Chrome version 89.0.4389.114 and Arc Enterprise 10.8.1

Update: This does work for me in the Chrome based MS Edge - v91.0.864.59 (Official build) (64-bit)
I no longer have the issue. A chrome update fixed it. Current Chrome Version 91.0.4472.124
Interesting. @Anonymous User what version of Chrome are you on that has resolved the issue? I experience the issue in Chrome Version 91.0.4472.106 (Official Build) (64-bit)
