Hi Community,
I am working towards getting all our map/feature services off of ArcMap and onto Pro-based services in preparation for upgrading Server to 11.x. Currently, I am running ArcGIS Server 10.7.1. I am wondering what upgrade path has worked well for you. I am thinking of upgrading to at least 11.1 or maybe 11.3. I appreciate any feedback you can give.

I have seen many people upgrade to 10.9.1 first. Then verify that everything is good and all the items that are not in 11.x are taken care of. Then upgrade to 11.3 / 11.5 from 10.9.1.
The important part is to make sure you have a verified backup before the upgrades and reviewed all the relevant documentation for the version that you are moving to.
Upgrading to 11.3 is the highest version of ArcGIS Enterprise you will be able to upgrade straight from 10.7.1.
What version you upgrade to is going to mainly depend on your organizational requirements. However, I'd recommend upgrading to 11.3 since you'll get an extra year of support as opposed to 11.1.
If you do not have any specific reason to upgrade to 11.1, then I'd recommend going straight to 11.3.

What type of licensing does your organization use - concurrent use or named user? If using concurrent, if I'm not mistaken 11.3 is the last version that still supports concurrent use licensing.
We don't use concurrent licensing.
