Issue: Pop-ups Disabled After Publishing Referenced Map Services

Hi Community,

We have successfully published referenced Map Services from ArcGIS Pro (3.3.1) to our ArcGIS Enterprise (11.3) in Azure environment. In ArcGIS Pro, pop-ups were enabled, but the pop-ups are disabled when viewing  the published map service in Portal. We have tested publishing few map services, the behavior is consistent within our environment.

As a comparison, when we exported the same data to a local FGDB and published as a hosted feature service, the pop-ups still remain enabled. The publishing process only took 51 seconds, while the EGDB referenced map service would take 8 minutes to publish.  

Has anyone experienced this? Appreciate any tips for troubleshooting why the pop-up settings aren't carrying over during the publishing process, despite being configured correctly in Pro.

We have found out that this is a defect in 11.3 that Portal Directory has to be enabled to let pop-ups enabled by default when publishing map services. We have reported this as a BUG to Esri.
