We have a service(test) with edit access enabled, which means it has its map image layer and feature layer available on Portal.
The service is originally published from ArcGIS Pro with Pop-ups disabled, but for some reason the pop-ups are still shown when adding this service in map viewer.
For the feature layer, we can disable pop-ups at service level through the Visualization option available in Portal. But for Map Image layer, is there any way to disable the POP-UPs at service level and not by adding it in a map and manually disabling it all the time for all new/old maps?
We did an overwrite with pop-ups disabled as well to test, but its still same.
Any help on this would be highly appreciated!!

My findings:

-> I haven't tested (so I can't 100% confirm the behavior now) but I see this sentence in the docs "Feature layers always have pop-ups enabled, so you do not see an option to enable pop-ups. You do see an option to configure them". Although, I understand it would make sense to replicate the ArcGIS Pro pop-up existing configuration if publishing happens from this application.

-> I have found the following: "Pop-up configurations you make on layers you own can be saved with the item properties and automatically enabled on other maps using that layer. The configuration applies to the layer in the map only and not the actual service running on your ArcGIS Server." (Source).
Somehow related, I have also seen these 2024 posts: 1 and 2.
If I end-up testing soon, I will share the details. Let's see if anyone else can bring new input.

I reviewed this post, and its very informative.
In my case, we're looking for changes at service level in portal item, the shared post is around the service at REST.
Kindly excuse me if I was not clear enough. If we look at the below example:
This service has edit access enabled and has its associated Map Image and Feature service:
In our case we published this from ArcGIS Pro with Pop-ups disabled, but in Portal they shows pop-ups, which for a Feature Service we can expect.
Now, there are two ways proceeding further:
1) Add any of them in a map and disable the pop-ups, but for this the service has to be added in a map and the map needs to be saved, again not allowing changes at item level.
2) Use the Visualizations Tab for Feature Service ONLY to disable Pop-ups and save the updates at item level, so whenever we add this in any maps, the pop-ups are disabled by default.
Now, both the above scenarios did not help us, as we want to disable pop-ups for map image layer in Portal, and not by adding them in any web maps.
Even if we try an overwrite from Pro with pop-ups disabled, the map image layer does not follow and still shows pop-ups, hence we need to know/find is there any alternative for this, without adding them in any map.
