Image Service Popup Pixel Values and Arcade

Can you use Arcade on Pixel Values with Image Service popups?

I have a image service with a four possible values (1 to 4) and they mean something in text.   With a vector feature service and arcade that would be easy.

For example 1 = Low, 2 = Moderate, 3 = High, 4 = Very High

We have 10.8.1 so maybe not possible.  Upgrading to 10.9.1 soonish.
