if you are downloading it through your organization, then you may only have one choice. it is not clear where or how you are downloading. We download all our software through our institution and what is there is what we get.
The setup of ArcGIS for server is same for all the levels (Basic, Standard and Advanced). It's the license that defines which level of Server you can use.
