Federated Server with Restricted Publishing blocks hosted imagery publishing at 11.5

Environment:

  1. ArcGIS Enterprise 11.3 Production (distributed)
  2. ArcGIS Enterprise 11.5 Staging (distributed)

 

Issue: 

Having "federated server with restricted publishing" configured, restricts a users ability to publish a hosted imagery layer after upgrading to 11.5.

 

Description: 

After upgrading from 11.3 to 11.5 in our Staging environment users were no longer able to publish hosted imagery layers via the browser item publishing workflow.

At 11.3 a user is able to publish hosted image services, but at 11.5 the following error appears when attempting the same publishing workflow:

Reverting the server to "federated server" without restricted publishing resolves the issue, but allows server based service publishing to this server.

 

Problem:

After upgrading and reconfiguring "federated server with restricted publishing" to be "federated server", the image hosting server is now available for users of ArcGIS Pro to publish mosaic services, but this should be restricted for server based service publishing as it was at 11.3.

 

The documentation on this capability doesn't mention that it also restricts publishing hosted services (that I can find), so I can't determine whether this is by design to increase security, or is a bug that's crept in at 11.5.
