More information on what you are trying to do overall would be helpful.  My initial thought when I see "generate ESRI Enterprise Root certificate" is that you don't/can't, but then I suspect I am missing the real question.

in this stage, i think i must show the .cer file. For that, i should copy below text within the .cer file. and the .cer file is created from the window in the photo I attached above (first question). But I don't know how the window opens.
