I couldn’t figure out why I’m getting the error below
“Packaging succeeded, but publishing failed”
What might be the issue here?

We are having the exact same issue at 10.2.2! If we reboot the server and then publish it works, if the number of SOC processes increase and the server is under load it fails. This seems a bit ridiculous given at version 10sp5 we had twice the number of SOC processes and half the server!! Would love to discuss further. When calling ESRI, they do not have an answer and despite the CPU at 15% and RAM at less than 50% it still fails. This is an application issue and it needs to be fixed. Version 10sp5 was much more stable. My email is akreag at bisconsultants dot com.
As a follow up. We fixed this issue. After confirming that physical resources were not under stress, we set min process to 1 and max to 13, also went and adjusted the windows virtual memory to best and system managed. This did the trick. Contact me if you would like to discuss.

Then I have two solutions here:
You have a 16 core server so optimal setting for the min is 1 and max is 17 (cores plus 1).
Virtual memory setting is good.
You may also want to check under the arcgis server admin, edit, adjust your soc process HEAP to double the current setting.

How to approach the “heap” option?
Go here on your esri arcgis server
http://localhost:6080/arcgis/admin/login
login with your admin.
The under Resources: Click on Machines
The click your server name.
Then under supported options: Click on edit
Then edit the values below…. And hit save edits. This will cycle down your arcgis server and restart all services so best to do during low load time.
App server maximum heap size (in MB): 512
SOC maximum heap size (in MB): 128
This was an ESRI suggestion so I am not assuming any liability here. ☺

I have switched the “App server maximum heap size” and “SOC maximum heap size” to the values you have recommended. I’ll be reporting if I get the same error in the future.

Did you come across the "Packaging succeeded but publishing failed" issue again? What would be your suggested steps to resolve the issue?
Unfortunately, I got no root solution for this issue. Each time I got this error, I manage to apply multiple methods as described above.
