ERROR 001369: Failed to create the service

Packaging succeeded but publishing failed.

I am receiving the above shown error while publishing any data. 

I have checked the esri article Error: ERROR 001369: Failed to create the service 

and came to understand that my default managed database is not working (below picture)

Any suggestions that I can do in this situations?

Its urgent so please reply quickly.

Hello Priya,

Are any published hosted feature services failing or otherwise exhibiting aberrant behavior?

You can try running the describedatastore command line tool (the default install directory is C:\Program Files\ArcGIS\DataStore\tools) to check to see if the data store switched into READONLY mode. Sometimes it switches to READONLY mode if it does not have enough disk space in the backup location.
