Creating new site fails ( ArcGIS Server 10.1 )

I am trying to set up ArcGIS 10.1, but I always failed at creating new site, the error shows:

Failed to create the site. The machine does not have a valid license. Please authorize ArcGIS Server by clicking Start > Programs > ArcGIS > Software Authorization

I authorized the ArcGIS server or used Software Authorization,  authorizations never failed, everything was OK, but  I  just could not create the new site,  and I always got the above error.


I completely wiped out ESRI staff including registration, then reinstall it, I still got the error.

I also have another question, could ArcGIS server 10.1 stands alone without ArcGIS desktop installed on the same computer?

I really appreciate any help, idea , clue on this issue.

I struggled with exactly the same problem.
Esri had given me the wrong authorization code (a code for ArcGIS 10.0)...
And the authorization software always said I succesfully authorized my software.

Hi all,

Thought I would share this. I had ArcGIS 10.0 Server installed. I uninstalled it, installed 10.1, authorised it successfully using 10.1 license and then tried to create a new site. It gave this licensing error. Tried all the suggestions including etc\host entry etc. Still didn't work. I rebooted the server and it got fixed.

I had the 'Failed to create the site. The machine does not have a valid license...' problem as I was using v10 license files.  Upgraded to 10.1 license files, ran through the authorisation process again, but the problem persisted.  So I restarted the ArcGIS Server service and now all OK.
