Could arcgis achieve this function???

The base picture of map is 'CAD Dwg' files.
There is a fence on a map.
We can know latitude and longitude coordinates of ten points on the cad file.
1.Could "acrgis for server" translate "cad file" directly without "acrgis for desktop"?  Need "acrgis for desktop"?
2.Could build the map service using the 'CAD Dwg' files and 'latitude and longitude coordinates of ten points on the cad file'?  

Especially for the coordinates  of  the fence  drawing  on the cad file.  If can, how to operate?   Is there similar demo or tutorial to reference?

too many questions that you should research in the help files, but to get you started, if you need to 'fix' your cad files, you can use spatial adjustment.

No, CAD files are not supported as data sources for map services in ArcGIS Server. You need to convert the CAD data into geodatabase feature classes before you can publish them as web services.

How to set the coordinates for the shap file?

Using with ArcCateLog tools convert the cad dwg file into shap file.

Now we can know the longitude and latitude of ten points on the cad dwg file,how to set the coordinate of shap file.
We should publish the shap file data as restful webservice.
