Hi Team,

I have a few questions from an ArcGIS Server administrative perspective and would appreciate your guidance.

1) Is there a way for the administrator to control or restrict data export from ArcGIS Server?
For example, if I have hosted feature layer in the Portal that are accessible to all users but contains confidential data, how can an administrator prevent users from exporting or downloading the data—either through the Portal interface or via ArcGIS Pro?

2) Regarding ArcGIS Server Manager access:
Is it possible to restrict access so that only administrators can access the ArcGIS Server Manager page, and regular users are completely blocked from accessing it?

There is an older thread on the subject of downloads that is still valid.  Restrict downloads.  Basically, you could restrict the data and query capabilities, but this would likely defeat the purpose of you publishing the service since the data would not be available.  Easiest way would probably be just set security on the service.  Or publish one without the confidential data for broader consumption.  For the Manager question, if it is not a federated server you could add users using the "User" role, that does not have access to Manager.  Or you could use a Web Application Firewall to block access, though that would be for everyone.
