Organization webhook not firing for create new feature layer

I have an organization webhook set in our 11.2 enterprise portal for items/add event trigger.  When I create a new hosted feature layer in the Portal using New item > Feature Layer, the webhook does not get triggered.  Why might this be? Is there a way to trigger a webhook when a user creates a new hosted feature layer?

I am not sure, but might try the items/publish instead of the items/add trigger.

I actually tried both and no luck.
