Connect from ArcCatalog 10.2.1 to ArcGIS for Server 10.3?

I'm trying to create a connection from ArcCatalog 10.2.1 on the desktop to ArcGIS For Server 10.3.  I've found varying information as to whether this is possible or not.  The error I'm getting is:

      We were unable to connect to:

      http://xxxxxxxx.com:6080/arcgis.

      Error: Proxy server got bad address from remote server (verify the server is running).

and the server is up.  So, can I create a connection between these with mis-matched versions?  If so, what should I look at next?

While adding GIS Server, do not choose the option "Administer GIS Server". You cannot administer ArcGIS Server with ArcGIS Desktop of lower version.

You can choose either "Publish GIS Services" or "Use GIS Services" options.

If you re still unable to add the ArcGIS Server Connection, check if you are able to open the following URL in a browser of the same machine as ArcGIS Desktop.

  http://xxxxxxxx.com:6080/arcgis/rest/services
