Command Line ConfigureWebAdaptor.exe Throwing File Error

Due to issues regarding the other webadaptor config methods, I am trying to use the command line configuration method using the ConfigureWebAdaptor.exe tool located in your C:\Program Files (x86)\Common Files\ArcGIS\WebAdaptor\IIS\Tools\ folder. Usage instructions could be found here: http://resources.arcgis.com/en/help/main/10.1/index.html#//01540000041q000000

Anyhow, when using a command line window, I try to open ConfigureWebAdaptor.exe, but it immediately throws an error:

"The image file ConfigureWebAdaptor.exe is valid, but is for a machine type other than the current machine"

We're running Windows Server 2003 SP2, 32-bit. Is this program built for 64-bit machines? Help!

Yes, server is 64 bit only.

Does it say anywhere in the requirements that the command line config file needs to be executed on 64-bit only machines?
The system requirements for the web adaptor include 32-bit machines:

"Windows Server 2003 Service Pack 2 Standard, Enterprise, and Datacenter 32-bit and 64-bit (EM64T)"

Great, this isn't helping. Since the config website is malfunctioning with our current website, and this command line feature is limited to 64-bit machines, we have no way of configuring the web adaptor on our 32-bit web machine!
