When trying to publish a service to the server 10.1, I receive an error message indicating Publishing Tools on the server have not been started. But, when I check the server I notice there are two Publishing Tools (icon): one Stopping... and one stopped (attached screenshot). I have restarted the server to no avails! I would be grateful if anyone please could tell me what the problem may be.
