Hi,

When I publish a data table;

"Service" buton is passive and can not publishing a table.

Can ArcGIS Server only share "Feature Class"?

as of today, you must have at least one layer in your map document in addition to your table in order to publish that map document as a map service.

Is this still the case? At 10.3.1, it seems I must add a feature class to a service of stand alone tables.

One workaround for this is to just have a feature class in your map document that has no data in it, along with the table that you are trying to serve out.
