Blank page of Map viewer, issue with non-admin roles?

We have ArcGIS Enterprise 11.3. 

We observed a very strange behavior with ArcGIS Portal Map viewer.

The users with User Type (Creator) + Roles (Viewer, Publisher, Data Editor), when try to view any map services or feature services in Portal Map Viewer its just a blank, the same works when they open the same in Classic Map viewer. How/What can trigger this behavior?

If we open the same services by adding them in a web map, they throw an error stating failed to add layers, and open the map with other layers, not sure what is different with those layers. The non-working layers have been tested with all sharing levels.

While researching we also found that someone tested this by replicating it and stating it as a Pro issue.

The weirdest part is everything works with Classic Map Viewer. Can it means its an issue with map viewer and Pro version compatibility? Which I suspect are no way related to roles?

Users with creator + admin works without any issues, they can open the layers in old and new map viewer.

Any thoughts on the would be highly appreciated!!

I tagged you here in case you have some thoughts on this? In one of your post its mentioned that this could be a PRO issue? Were you able to get to the root of this? Or anything else I can test?

Because it works as expected with "Creator+Admin" User Type/Role and not with "Creator+Publisher" User Type/Role, it sounds like a potential sharing issue.

All that really matters is role. User Type is just a means to an end. I have Creator account that I float between Viewer and Admin to test permissions and end user experience from time-to-time.

Thank you @abureaux , We do suspect that it's an expected behavior and it has some connections with how the data is been shared, but in our case we tested with data shared with pubic and organization for the viewer and it still fails. The only point of trigger is how would map viewer classic not trigger this, and allow viewers to view the same data?

Honestly, nothing comes to mind off-hand. I am also on 11.3, and was doing some permissions tests for a new web map not too long ago---things were working as expected. This may be a very specific environment configuration in your case. If you can, having Esri Tech Support jump on a Zoom/Teams call may be the way to go. That way someone can see the behaviour first-hand.

 

Just noticed that scale bar! Looks like something funky is going on there.

Hi @Yogesh_Chavan,

I was unable to reproduce this with hosted feature services published from ArcGIS Pro or created directly in the Enterprise portal. Additionally, there are no issues with non-hosted services. To echo @abureaux, I would recommend logging a case with Esri Support so they can continue to investigate.
