Map Viewer not displaying while Classic Map Viewer works

We published from ArcGIS Pro a WebMap with two layers. One layer is open for everyone and second one is restricted.

When testing from Classic Map Viewer with a user account with public access, the classic map viewer loads with a notification "Error: The layer cannot be added to the map", which is expected because the second is not accessible by the logged in user, which is Ok. Now when switching to the Map Viewer, the entire map is blank (white) and when checking the network trace in the browser, we can see an infinite loop of requests to the restricted second service. When examined the actual URL we see a JSON with an error code 403 You don't have permission. 

Anyone faced same issue. Wondering why it is not behaving similar to the Classic Viewer and load the first service.

Using ArcGIS Enterprise (windows) Version 11.1

I've seen it where map viewer is slower and when I leave it on that page for a while the blank screen will eventually show the error that you don't have permissions to see the layer.

I tried a similar test to see if I could recreate, and I wasn't able to. I am thinking this may be an ArcPro or 11.1 issue (I'm on 11.3).

For my test layers, I created everything in the Portal. If you do that and have a similar result, it's an 11.1 issue. If you get my result, it's an ArcPro issue.
