Question for anyone that can help. Currently my team is having issues with our authoritative server, it seems to be stuck in a validation loop or something of that nature. When you are on the portal site you can see that the machine is validating due to the buffering image that pops up next to the status of the VM. However it maintains the buffering image and does not stop to say that it has been validated it doesn't even stop with an error it just keeps in this validation cycle. Previously this machine worked when it was on 10.9.1, but now that it has been upgraded to 11.3 this problem has arisen and we cannot figure out the origin. Any insight on what could be the reason would help tremendously. The image presented is how the validation loop looks.

So the issue was resolved we ended up having to remove all Esri components from our machine, and unfederating the machine as well. After that was done we deleted the old site then created a new one as well as reestablished the connection to the webadaptor and finally federated the new site which fixed our issue.
Start by going to your connected servers; AGS/HOSTING etc and do the various local validations there. Ensuring that your databases/datasources are connecting and valid, checking the logs for alerts.
Double check your firewall policies and whether they restrict traffic to specific executables. The upgrade may have changed your pathing and now that endpoint cannot be found/listened to.
I would also be looking at any underlying errors at the OS tier when you do an ArcGIS Server reboot. Something fundamental such as federation failing likely has a fundamental cause.
