I need help in using AI (Artificial Intelligence) with GIS and can using ArcGIS to implement that.

White paper but not old recntly published in the last 3 years.

In the twenty something years as a GIS practioner, I've come across boat loads of individuals who are artificially intelligent with respect to GIS...

AI and GIS are broad topics and I don't know of any white papers on that subject. Did you have something specific in mind? If you have a license for ArcMAP 10.0 or 10.1, you could write AI code in Python and use the ArcGIS API (ArcPy): ArcPy Help. You can use geostatistical analyst and spatial analyst modules to perform statistical analysis on spatial data as well as call ArcGIS geoprocessing tools.
