I installed ArcGIS Server on a VM host, but later moved it to a new VM environment. Only the IP will change, possibly the virtualization and core and memory may change. In this case, do I need to reinstall ArcGIS Server and register it?

@Wade No you shouldn't have to reinstall it - you have to re-register your Web adaptor if you have this configured already.

To be safe, you should take a site export before this to keep your content: https://developers.arcgis.com/rest/enterprise-administration/server/exportsite.htm

If you later decide to change the VM name, you can use the machine rename operation to do this:https://developers.arcgis.com/rest/enterprise-administration/server/renamemachine.htm
