I like the way Yakima County has set up a page to permit downloads of GIS data sets with AGOL. https://gis-yakimacounty.opendata.arcgis.com/  Can I do this with Portal 10.3.1?  Can you point me to the docs on this?

I got that as well... I think it's browse cache related. I cleared by browser cache and haven't seen a problem since.

Looks easy.  I got the install files.  Will I need new prvs files or license files?  

One problem I had with 10.3.1 installation was that one of my locations does not have a Windows networking domain.  Many places in the docs would tell me something like "Use the fully qualified domain name of the server"  and I would have to figure out a way around that.  Will I still be able to get around that with 10.6.1 or should my first step be to kick off a domain controller?
