Workforce replication synchronization error

Hello!  We built a Workforce project in Portal.  After a few months of smooth sailing we have been getting "replication synchronization error" for all the users.  Has anyone seen this?  Any suggestions on fixes or workarounds?  So far I have tried turning on "version control" in the user role.  I have double checked that full edit control and join group is enabled.  I have removed and re-added the user as a mobile worker from  Workforce.  I enabled the map for offline use.  I changed the basemap for offline basemap.  I'm at my wits end.  I do have a support ticket in with ESRI but they are stumped too.  They asked me if I can see the worker map in Field Maps and I can't but not sure how that is relevant.  We have Enterprise 10.9.1.  Thanks!
