Which Content Creator setting allows Import/Export in Arc Pro?

Good Morning,
We are trying to give our Content Creators the ability to connect to portal and use the Data>Import/Export dropdown option in ArcGIS Pro while connected to our portal content. Currently our administrators have the ability to Import/Export, but the option is grayed out for our Content Creators. Is there a Portal setting or ArcGIS Pro for granting permission to import data through Arc Pro?
