Unfortunately, I still need to work with ArcGIS Server and Portal for ArcGIS 10.3.1 versions. And I am desperately trying to find a way to create decent web scenes.
ArcGIS Pro does not publish scenes to servers older than 10.4. And when I share a service from ArcMap, add the service as a map image layer to portal and add this layer to the scene, there are a couple of issues:
1. Labels stay north oriented and do not turn as you change the point of view
2. The service beomes a single layer. So users will not be able to turn the layers on and off.
Is there a proper way to use services that are not published from ArcGIS Pro? If not, what is the purpose of having a scene option in Portal for ArcGIS 10.3.1?
