I had created a webmap with street basemap to be used a basemap for the county applications. This webmap was used as basemap in many applications. After sometime we had some issue and this base rest url got changed. Now when we open any application that was using this basemap shows message that basemap not found. The problem is that I am not able to update the webmap with new rest end point of new cached basemap, because it opens a new map every time.
I wish there was a way to open the same webmap (with same id) and I can delete the old url and add new rest end point url. I hope I am able to explain the problem.

I'm not entirely sure what you mean, but if you can get to your portal directory you'll then see folders named after the portal item IDs. In those folders you can edit the webapp/map .JSON to point to new rest endpoints/item IDs.
Are you the owner of the webmaps in question? The owner can change the basemap/layers in the same webmap, without creating a copy of it.
