Web Images Not Displaying

We have recently had the fun of rebuilding our GIS Portal and recreating our rest services and interactive maps. Right now, when we publish a web layer from Pro to the Portal, the web image layers appear fine and show a thumbnail of the data, however, when you open them in Map Viewer Classic, you the the message below.

If we go to the rest service directory and open the rest services from there, the data does appear and loads fine when viewing in Map Viewer. Also, we published to our AGOL account, and we can view everything.

Any input as to why with the portal we have a disconnect with the data displaying?  Discliamer-I am not the programmer, but I am working with him and trying to help him trouble shoot this.
