Web App Time Format

Is there a way to change the formatting of the time field in a date/time attribute?

I built a web form for dispatchers to enter incidents.  They then go back and edit the point once dispatched units are on scene, then again when the incident is under control.

Dispatchers want the ability to simply enter time in 24-hr. format (13:52, instead of the web app's 1:52:00 PM) format).

Time data is stored as integers, actually, and the formatting is done on the client side. When you say web form, is this Survey123 or Field Maps? Or something else?

I personally enter all of my data in 24-hour format, and it usually takes something like "13:45" and interprets it as 1:45 PM automatically, but I'm not often using the field apps.

Sorry, should have said web app instead of web form...

I've tried entering time in a 24-hr format (13:00) or in a "1:00pm" format, but the attribute editor in the web form wants it, specifically, in an hh:mm:ss AM/PM format
