Vector Tile Layer - Popups in Web Map?

Hi everyone,

Is it possible to enable popups for a vector tile layer in a web map? I'm using Enterprise 11.3

I've seen a few threads on this topic before (like this one), but I wanted to see if there has been any update on it. So far, it seems like this functionality is not possible in web maps from what I've read. I was able to enable popups in ArcGIS Pro for the vector tile layer I created, but still no luck in the web map. 

Any insight is appreciated!
