Tilting View Angle?

Is it possible to tilt the view angle of a projection, to give the impression of looking down on a map sitting on a table? I want to make a series of maps showing the relative height of various buildings, and I'd like to achieve it by making the buildings seem to rise into a third dimension above the plane of the map.

Sort of like this: http://support.sas.com/documentation/cdl/en/graphref/63022/HTML/default/images/gmpmidpt.gif but just a flat plane.

Anyone found an answer to this??

I found this thread, but I don't have Adobe Illustrator to make it work: http://www.cartotalk.com/index.php?showtopic=4448

It seems like something that should be easily done.  If you can rotate it 360 degrees on the same plane, why can't you tilt it too?
