There's no Federation in Portal Administrative Directory?

Hello, portal folks 🙂

I am currently using 10.3.1 ArcGIS Enterprise.

Whenever I tried to add ArcGIS Server to make it a hosting server, it keeps saying "Error: There was an error communicating with the server. Please check your URL and your credentials and try again". Thus, I tried to check if I can use the Portal Administrative Directory - through "Federation" menu/option.

And this is what I've got. There's no Federation in the Portal Admin. I think the options of mine are even fewer than the other users' portal options.

If anyone knows why this happens, and how to fix this to add a server - ultimately for federating my Portal and Server, please make a comment 🙂
